| 中文摘要:基于2014—2020年中国政府采购网成交公告数据和A股上市公司数据库，测算政府公共部门和企业数字化转型水平，实证分析政府公共部门数字化转型对企业数字化转型的溢出效应。结果表明：政府数字化采购显著促进了企业数字化转型，并且这一促进效应在经过一系列稳健性检验和内生性讨论后仍然成立；政府数字化采购可以显著降低企业不确定性感知，促进数字人才集聚，提升企业数字化关注度，进而促进企业数字化转型；政府数字化采购对企业数字化的促进效应在非国有企业、有理工科高管的企业、高财政自主度和高数字新基建水平的城市中更明显。同时，从政府采购本身来看，中央采购和异地采购的促进效应也更明显。鉴于此，政府应持续推进公共部门数字化转型，支持引导中小企业加快数字化进程，多管齐下，因地制宜地推进数字化建设。 |

| Can Government Digital Procurement Promote Corporate Digital Transformation —Empirical Evidence Based on China’s Government Procurement Big Data |

| Abstract:This study investigates whether digital procurement by government agencies can facilitate the digital transformation of firms, using a unique dataset that combines transaction-level data from the China Government Procurement Network and financial and textual data from A-share listed firms between 2014 and 2020. We construct a novel proxy for government digitalization based on the intensity of digital procurement activities at the city level and empirically examine its spillover effects on firm-level digital transformation. Our baseline results reveal that government digital procurement significantly promotes firm digitalization, and this effect remains robust after a series of sensitivity tests, including alternative variable specifications and instrumental variable estimation. Mechanism analyses indicate that digital procurement reduces firms’ perceived policy uncertainty, fosters the local concentration of digital talent, and increases managerial attention to digital transformation, thereby accelerating firms’ adoption of digital technologies. Furthermore, heterogeneity analyses show that the effect is more pronounced for non-state-owned enterprises, firms with technically trained executives, and firms located in cities with higher fiscal autonomy or stronger digital infrastructure. Our findings offer new insights into the external institutional drivers of firm digitalization and provide evidence-based implications for promoting digital transformation through public sector innovation. |
