| 中文摘要:依据2007—2022年中小板与创业板上市公司样本数据，采用双重差分模型，考察科技金融试点政策对中小企业专精特新发展的影响。结果显示：试点政策主要通过信贷输血、资本赋能与生态共建机制缓解融资约束、加速科技创新与强化人才要素支撑，系统性地促进中小企业专精特新发展。异质性分析表明，不同类型、不同行业、不同地区企业，科技金融试点政策作用存在差异。鉴于此，应实施差异化融资支持策略，优化信贷投放机制；聚焦全周期科技创新，强化资本赋能机制；培育多元主体协同网络，构建生态共建机制，系统性促进中小企业专精特新发展。 |

| How do the Pilot Policies of Science and Technology Finance Promote the Specialized, Refined, Distinctive, and Innovative Development of Small and Medium-sized Enterprises? |

| Abstract:Based on the samples of listed companies on the SME board and the Growth Enterprise Market from 2007 to 2022, a Difference-in-Differences (DID) model is adopted to explore the impact, mechanism of action and heterogeneity of the pilot policy of science and technology finance on the specialized, refined, distinctive and innovative (SRDI) development of small and medium-sized enterprises(SMEs) . Research has found that the pilot policies have significantly promoted the SRDI development of SMEs. Mechanism analysis indicates that the pilot policies mainly promote the SRDI development of SMEs through credit transfusion, capital empowerment and ecological co-construction mechanisms, respectively alleviating financing constraints, accelerating technological innovation and strengthening the support of talent elements. Thus, policy suggestions are proposed for promoting the pilot experience and further improving the science and technology finance policies. |
