| Structure, Evolution, and Blockages of State-Owned Enterprise Innovation: A Policy-Driven Perspective |

| Abstract:Using the grounded method, considering the content scope and logical relationship of state-owned enterprise innovation through policy document analysis, this paper outlines the framework of the innovation system of state-owned enterprises under the background of deepening reform. Based on the theory of administrative economic governance and the case study of state-owned capital operation, it shows that complication of innovation decision-making and feedback chain is the reason for the blockages of state-owned enterprise innovation. In view of this, it is suggested that building a digital communication mechanism for administrative and economic governance, further improve the incentive and fault tolerance system and strengthen the cultivation of entrepreneurship and innovation culture,enhance the liquidity of state-owned capital and innovation resources. |
