| 中文摘要:智慧城市作为流行的城市数智化模型，正日益成为不同城市技术实验和发展转型的重要场域。英国智慧城市是新自由主义财政紧缩政策的应激反应案例，运行模式突出强调技术性、盈利性与多元主体共同参与，体现了鲜明的技术治理特色，是典型的“技治主义”，治理特征主要表现为市场化的治理导向、自上而下的治理架构、数字化平台的治理驱动以及公民权利被忽视的治理效能。英国智慧城市的案例表明,智慧城市概念与公共政策转化的实践之间存在脱节。为此需要深刻反思单纯“技治主义”思维惯性带来的种种隐患，建构“人本主义”的智慧城市治理范式，实现维护公共利益的治理导向、自下而上与自上而下相结合的治理架构、人文价值与数字化平台有机耦合的治理驱动以及人的自由全面发展的治理效能。 |

| Analysis and Reflection on the “Technocratic”Governance of Smart Cities in the Era of Digital Intelligence: Based on the Case of the UK |

| Abstract:Smart cities, as a popular model of urban digitization, are increasingly becoming an important field for technological experimentation and development transformation in different cities. Smart cities in the UK are a case of stress response to neoliberal fiscal austerity policies. The operation mode of smart cities in the UK emphasizes technicality, profitability, and the participation of multiple stakeholders, reflecting distinct characteristics of technological governance. It is a typical “technocracy”, characterized by market-oriented governance orientation, top-down governance structure, digital platform driven governance, and the consequences of neglecting citizens’ rights. The case of smart cities in the UK shows a disconnect between the concept of smart cities and the practice of transforming public policies. It is necessary to deeply reflect on the various hidden dangers brought about by the inertia of pure “technocratic” thinking, construct a “humanistic” smart city governance paradigm, achieve a governance orientation that safeguards public interests, a governance structure that combines bottom-up and top-down approaches, a governance drive that organically couples humanistic values with digital platforms, and governance effectiveness that promotes the free and comprehensive development of people. |
