中文摘要:基于2013—2022年省级面板数据，运用双向固定效应和调节效应模型，探究财政补贴压力对特色农产品保险发展的影响。研究发现：财政补贴压力会显著抑制特色农产品保险保障深度的增长，该抑制效应通过两条路径传导：一是刚性支出优先的预算编制原则，挤压了特色农产品保险的政策空间；二是补贴激励不足，弱化了市场机制的资源配置效率。同时，在财政补贴压力下，优先保障粮食作物保险发展的层次化补贴模式，对特色农产品保险产生挤出效应。此外，财政补贴压力对特色农产品保险保障深度增长的抑制效应在第一产业产值占比更高的省份尤为明显。鉴于此，应强化地方财政支持，优化保费补贴机制，并拓展多元化资金筹集路径。

Theoretical Mechanism and Empirical Test of the Impact of Fiscal Subsidy Pressure on the Development of Specialty Agricultural Product Insurance

Abstract:Based on provincial panel data from 2013 to 2022, this study employs a two-way fixed effects model and a moderation effects model to examine the impact of fiscal subsidy pressure on the development of specialized agricultural insurance. The findings reveal that fiscal subsidy pressure significantly inhibits the growth of special agricultural product insurance protection depth. This inhibitory effect is transmitted through two pathways: first, the budget formulation principle of prioritizing rigid expenditures squeezes out the policy space for specialized agricultural insurance; second, insufficient subsidy incentives weaken the resource allocation efficiency of market mechanisms. Meanwhile, under fiscal subsidy pressure, the tiered subsidy model that prioritizes the development of grain crop insurance exerts a crowding-out effect on specialized agricultural insurance. Furthermore, the inhibitory effect of fiscal subsidy pressure on the growth of special agricultural product insurance protection depth is more pronounced in provinces with a higher proportion of primary industry output. In light of these findings, it is recommended to strengthen local fiscal support, optimize premium subsidy mechanisms, and explore diversified funding channels.
