| 中文摘要:采用2011—2018年中国健康与养老追踪调查（CHARLS）数据，运用多时点双重差分模型，评估医保整合和大病保险对农村贫困脆弱的叠加效应。研究发现，医保整合显著缓解了农村贫困脆弱，大病保险的影响并不显著，但叠加医保整合和大病保险反而增加了农村贫困脆弱。进一步区分政策实施先后顺序发现，先实施医保整合再实施大病保险能够显著减缓农村贫困脆弱，但在相反实施顺序下，这种叠加效应则被削弱。鉴于此，应在优先强化医疗保障普惠性的基础上再提升整体保障水平，以实现医保政策协同，并与医疗救助机制有效衔接。 |

| Analysis on the Superposition Effect of Health Insurance Integration and Catastrophic Illness Insurance on Rural Poverty Vulnerability |

| Abstract:Based on the data of China Health and Retirement Longitudinal Study (CHARLS) from 2011 to 2018, this paper employs the time-varying difference-in-differences model to assess the superposition effect of health insurance integration and catastrophic illness insurance on the rural poverty vulnerability. The study shows that health insurance integration significantly alleviates the rural poverty vulnerability, and the impact of catastrophic illness insurance is not significant. However, the superposition of the two policies increases poverty vulnerability. By further distinguishing the sequence of implementation of the two policies, the study finds that implementing health insurance integration first and catastrophic illness insurance next may significantly reduce the poverty vulnerability, while this superposition effect is weakened in the opposite implementation order. In view of this, efforts should be made to prioritize the strengthening of the universality of medical insurance and then enhance the overall level of insurance, so as to coordinate medical insurance policies, and effectively link them with the medical assistance mechanism. |
