中文摘要:依据2007—2023年我国30个省(区、市)面板数据,考量地方财政支农支出对农业面源污染防治的影响与作用机制。结果显示,地方财政支农支出主要通过提升土地质量和扩大农村经济规模降低农业面源污染。调节效应分析表明,农业技术进步对地方财政支农支出与农业面源污染具有负向调节作用。异质性分析显示,粮食生产功能区和社会经济功能区的地域特征会对地方财政支农支出对农业面源污染抑制效应产生差异性。鉴于此,建议优化财权事权匹配,健全激励与补偿并重的农业污染治理长效机制,强化科技教育引导,助力农业绿色高质量发展。

Local Fiscal Expenditure on Agriculture, Agricultural Technological Progress and Agricultural Non-Point Source Pollution
Abstract:Based on panel data from 30 provinces (municipalities and autonomous regions) in China from 2007 to 2023, this paper constructs a composite index of agricultural non-point source pollution and empirically examines the effects and mechanisms of local fiscal agricultural expenditure on such pollution. The results show that fiscal expenditure on agriculture significantly and robustly reduces agricultural non-point source pollution. Moderation analysis reveals that agricultural technological progress negatively moderates the relationship between fiscal expenditure and pollution reduction. Mechanism analysis further indicates that fiscal support primarily reduces pollution through improvements in land quality and the expansion of the rural economy. Heterogeneity analysis demonstrates that the pollution-mitigating effects of fiscal agricultural expenditure vary across different functional regions, such as grain production zones and socio-economic development zones. In view of this, it is recommended to optimize the matching of fiscal powers and expenditure responsibilities, improve a long-term mechanism for agricultural pollution control that combines incentives and compensation, strengthen guidance through science and education, and facilitate green and high-quality agricultural development.
