| 中文摘要:基于城镇职工基本养老保险省级统筹改革准自然实验，依据2014—2020年中国家庭追踪调查数据，采用多期DID方法，考量省级统筹对流动人口参保的影响。结果显示，省级统筹主要通过均衡区域养老负担、税务部门征收保费和提高政府信任度促进流动人口参保，对中青年、低技能，以及高收入、小规模家庭群体参保促进作用更大，且在第三产业占比更高、东部地区正向影响更突出。鉴于此，需进一步健全全国统一社保公共服务平台、加速城职保基金全国统收统支进程、完善征管激励约束机制、增强城职保基金可持续性，分类施策，促进流动人口参保。 |

| Does Provincial Pooling of Basic Pension Insurance for Urban Employees Promote Enrollment among Migrant Populations? |

| Abstract:Promoting enrollment in pension insurance among the migrant population remains a key challenge in deepening the reform of the Basic Pension Insurance System for Urban Employees. Based on the quasi-natural experiment of the provincial pooling reform of the Basic Pension Insurance System for Urban Employees, this paper examines the impact of provincial pooling on the participation of migrant population in pension insurance by using the data of China Family Panel Studies from 2014 to 2020 and employing a multi-period DID METHOD. It is found that the provincial pooling can effectively promote the migrant population to participate in the pension insurance, and its influence mechanism is mainly achieved by balancing the regional pension burden, changing the tax department to collect premiums and improving the trust of the government. The promotion effect of provincial pooling on the migrant population’s participation in the pension insurance is more significant in the young and middle-aged, low-skill, high-income and small-scale family groups, and the positive impact is more obvious in the regions with high proportion of tertiary industry and the eastern region. In view of this, in order to promote the participation of migrant population in pension insurance, further measures such as improving the national unified social security service platform, accelerate the nationwide centralised collection and disbursement of urban employee pension funds, perfecting the incentive and restraint mechanism, enhancing the sustainability of urban employee insurance funds, and implementing differentiated policies should be taken. |
