中文摘要:发展银发经济是新时代老龄工作的重心之一，也是实施积极应对人口老龄化国家战略的关键。目前，理论研究和政策实践过程中仍存在将养老产业、银龄消费概念泛化与银发经济内容异化的问题，致使银发经济发展定位缺乏基础支撑。为此，通过构建“主体-内容-政策”分析框架对银发经济、养老产业、银龄消费概念及其逻辑关系进行辨析，认为银发经济发展是一个动态循环的过程，养老产业和银龄消费处于循环的供需两端。发展银发经济既要从供给端审视养老产业、事业的规划布局与转型升级，又要从需求端关注银龄消费的能力、意愿与行为变动逻辑，并通过主体、内容、政策的协同发力，助推产品服务供给和消费需求释放耦合协调，最终实现银发经济的高质量发展。

Analysis of the Concept of Silver Economy, Elderly Care Industry, Silver Age Consumption and Their Relationship:Analysis Framework Based on “Subject-Content-Policy”

Abstract:Developing the silver economy is one of the focuses of work for the elederly in the new era, and it is also a crucial component of China's national strategy to actively respond to population aging. Currently, both in theoretical research and policy practice, there is an issue of overgeneralizing the concepts of the elderly care industry and silver-age consumption, as well as the alienation of the content of the silver economy, which leads to a lack of foundational support for its development. To address this, this study constructs a “Subject-Content-Policy” analytical framework to clarify the conceptual distinctions and logical relationships among the silver economy, elderly care industries, and silver consumption. It is argued that the development of the silver economy is a dynamic, cyclical process, with the elderly care industry and silver-age consumption at both ends of the supply-demand cycle. The development of the silver economy should involve examining the planning, layout, and transformation of the elderly care industry from the supply side, while also considering changes in the ability, willingness, and behavior of silver-age consumers from the demand side. By fostering synergy among the subject, content, and policies, the coordination between product-service supply and consumption demand can be enhanced, ultimately achieving high-quality development of the silver economy.
