中文摘要:基础设施建设和公共服务改善提升了土地价值。土地价值捕获旨在通过合理的政策工具和机制,将因公共投资或市场发展而产生的土地增值部分回归公共领域,用于支持城市的持续发展。土地价值捕获机制的设计要考虑工具类型、决策因素及运行评价体系。现行土地价值捕获机制存在公共品溢价识别欠清、过于依赖土地出让收入、地方政府供给激励扭曲等问题,亟待转型。鉴于此,需聚焦公共品价值循环中的“价值实现”与“价值捕获”环节,完善相关法律法规体系,加大政策执行力度,扩大房地产税征收试点,构建政策实施效能评估体系。

The Practical Experience and Mechanism Transformation Research of Land Value Capture
Abstract:Infrastructure constructions and public services improvements enhance land value. Land value capture aims to redirect a portion of the land value increment generated by public investment or market development back to the public sector through appropriate policy instruments and mechanisms to support sustainable urban development. The design of the land value capture mechanism should consider the types of instruments, decision-making factors, and evaluation frameworks for implementation. However, the existing land value capture mechanism faces challenges such as unclear identification of public goods premiums, excessive reliance on land transfer revenues, and distorted supply incentives for local governments, necessitating urgent reform. To address these issues, efforts should focus on “value realization” and “value capture” in the public goods value cycle. This requires improving the legal and regulatory framework, strengthening policy enforcement, expanding property tax pilot programs, and establishing an evaluation system to assess policy implementation effectiveness.
