中文摘要:依据2011-2017年长株潭城市群创业环境指标数据，运用系统环境理论、PSR模型和GM（1，1）模型考量长株潭城市群创业环境及发展趋势。结果发现：长株潭城市群创业环境处于持续优化状态，政策改善创业环境效应明显。鉴此，应进一步加大创业政策支持力度、发挥区域产业优势、强化创业培训、增加科创资金投入、优化行政审批流程和提供多元化金融服务，持续优化城市群创业环境。

Comprehensive Evaluation and Prediction of the Entrepreneurial Environment of Changsha-Zhuzhou-Xiangtan Agglomerations

Abstract:Based on the original data of the entrepreneurial environment indicators of the Changsha-Zhuzhou-Xiangtan agglomerations from 2011 to 2017, this paper uses the system environment theory, the PSR model and the GM (1, 1) model to examine the entrepreneurial environment and development trends of the Changsha-Zhuzhou-Xiangtan agglomerations. The entrepreneurial environment of urban agglomerations is in a state of continuous optimization, and policies have a significant driving effect on improving the entrepreneurial environment. In view of this, this article points out that increasing entrepreneurial policy support, leveraging regional economic and industrial advantages, strengthening entrepreneurial training, increasing scientific and technological capital investment, optimizing administrative approval procedures, and providing diversified financial services are the main ways to continuously optimize the entrepreneurial environment of urban agglomerations.
