中文摘要:依据5省10县“贫困村互助资金”三期追踪数据，基于收入流动视角，考量贫困村互助资金对农村居民收入流动性的影响。结果表明：尽管互助资金存在一定程度的精英俘获现象，但随着互助资金的发展，低收入群体逐渐有更多的惠及，短期参与互助资金有助于农户收入的向上流动；长期持续参与的农户向上流动的概率更高，且参与后持续使用的农户，收入流动性更强，增长流动的贡献更高。

The Operation Performance of Mutual Fund Projects in Poor Villages Based on Income Flow Perspective

Abstract:Promoting income mobility for low-income groups for the opportunity and possibility for them to "move upward" is an important reference framework to measure the effective convergence of poverty governance mechanisms in the "post-2020 era". The paper uses the three-phase panel data of "poverty village mutual fund projects" in 10 counties of 5 provinces to examine its impacts on the income mobility of rural residents from the perspective of income flow. The result indicates that although to a certain extent there is elite capture phenomenon, with the development of mutual funds, low-income groups gradually enjoy more benefits. Participating in mutual funds in a short-term helps farmers' income flow upward. And farmers who continue to participate in mutual funds for a long time have greater probability of upward mobility. Furthermore, famers who continue to use the mutual funds after participation have stronger income mobility and higher contribution to mobility growth.
