| 中文摘要:伴随“一带一路”倡议的快速推进，我国在沿线地区的投资总额不断攀升。然，此区域地缘冲突不断，文化差异明显，投资者面临特殊的非商业性风险。完善的海外投资保险机制是资本输出国助益投资者抵御非商业性风险，维护海外投资权益的重要制度保障。我国海外投资保险制度严重滞后于沿线投资快速增长的需求，应借鉴OPIC实践经验，制定海外投资保险规范，精进海外投资保险内容，有效对接双边投资协定，调整保险运行机制，建构科学、高效的海外投资保险制度规范，助益沿线投资的可持续发展。 |

| Perfection and Reconstruction of China's Overseas Investment Insurance System under the “Belt and Road” Initiative |

| Abstract:With the rapid advancement of the “Belt and Road” Initiative, the total amount of China's investment in the belt and road keeps increasing. However, investors face special non-commercial risks due to the regional conflicts and obvious culture differences. The scientific and perfect overseas investment insurance mechanism is an important institutional guarantee for capital exporting countries to help investors resist non-commercial risks and safeguard the rights and interests of overseas investment. Since China's overseas investment insurance system seriously lags behind the rapid growth of demand in the belt and road, what China needs to do is establish a perfect and efficient overseas investment insurance system for the sustainable development of investment by drawing lessons from OPIC practical experience, formulating insurance rules for overseas investment, improving insurance content of overseas investment policy, effectively docking bilateral investment treaties and adjusting the operation mechanism. |
