中文摘要:根据新时期我国军民融合的新特点,为解决军民融合深度发展中的军民“二元结构”问题,应全面贯彻和遵循“五大发展理念”原则。从政府、军工企事业单位、民营企业的视角,着力解决“军转民”内生动力和“民参军”融合能力的诸多难点,并从健全管理体制,加强顶层统筹规划;坚持需求牵引,提高资源优化配置效率;完善市场机制,加强公共服务平台建设;强化制度设计,建立完备的政策法规体系等方面加以完善和改进。 |

A Research of Internal Driving Force and Capabilities of Enterprises for Civil military Integration |

Abstract:Based on the new features of civil military integration in China nowadays,the principles of “Five Concepts of Development” for civil military integration needs to be followed and implemented fully in order to solve the problems of “dual structure” occurred in the process of deepening civil military integration.From the perspectives of government,military enterprises,research institutions and private enterprises,the research focuses on solving the major issues while promoting the internal driving force of “converting national defense resources into civil use” and improving the integrating capabilities for “civil resources participating into national defense”.Furthermore,some suggestions are given on making improvements to strengthen the top down overall planning via improving the management system,optimize the resource allocation consistently driven by the market needs,improve the market mechanism,enhance the construction of public service platform,reinforce the system design and accordingly build up a complete policy and regulation system. |
