中文摘要:改革开放三十年来经济高速增长导致大量环境问题，由于环境资源的公共品和外部性特征，使得环境污染无法依靠企业及个人自主解决，因此,需要由政府作为约束和激励主体制定有效的环境规制政策。环境规制工具将产生环境的服从成本和违规成本，导致企业的成本提高，企业面临环境保护提升与企业绩效下降的矛盾性困境。在环境成本提高的拉动与推动效应下，企业必将选择环境友好型技术创新行为，降低环境治理成本和污染排放，提高生产效率，最终实现环境保护和经济增长的和谐统一。

Study on Effect Mechanism of Environmental Regulation on Enterprise Technological Innovation: A Perspective of Economic Growth

Abstract:China's rapid economic growth has led to many environmental problems since the last thirty years of reform and opening up. Due to the characteristics of public goods and the externality of environmental resources, the pollution problems cannot be resolved by enterprises and individuals. Environmental regulation tools will produce environmental compliance cost and the violation cost, which increase the costs for enterprises, and enterprises will face the dilemma of more environmental protection responsibility and less profits. Enterprises must seek environment-friendly technological innovation to reduce the cost of environmental protection and improve productivity, thereby achieving economic growth and environment protection at the same time.
