| 中文摘要:从城市技术创新体系投入和产出角度，建立城市创新效率评价的指标体系和DEA模型，并利用2008~2010年中国城市技术创新投入产出数据，测度中国28个省会城市及直辖市的技术创新效率，检验了我国城市创新效率的总体趋势以及地区间城市技术创新效率的差异。结果表明：我国各城市技术创新综合效率普遍较低，在东中西部地区间的差异也较大；而且我国城市技术创新体系中同时存在一定程度的纯技术效率和规模效率偏低现象。鉴此，需以集约化资源利用为核心，提升城市内创新主体管理和利用投入资源能力，采取差异化战略利用外资，完善技术创新成果的转化机制方向。 |

| Innovation Efficiency in Technology Innovation System of Chinese Cities: Based on DEA Method |

| Abstract:From the perspective of the input and output, the evaluation index system and the DEA model of innovation efficiency of the cities in China has been established. Using input and output data of technological innovation from 2008 to 2010, the regional innovation efficiency of 28 provincial capital cites and municipal cities are measured, then the general trend and cites' differences of innovation efficiency between the regions are tested. The results show that the technological innovation efficiency of the cities in China is low, and the differences between regions are relatively high. Somehow low efficiency in technology and scale in city technology innovation system still exist. Therefore, through the projection analysis provides some effective suggestions to adjust the innovation system. |
