中文摘要:东中西三大地带保障房、高档房与普通商品房交互作用。保障房对普通商品房价格具有一定的抑制和烫平作用,东部和中部地区尤为显著;西部地区保障房建设的外溢效应使得当地商品房价格短期内出现了上涨。高档商品房的建设拉高了全国范围的房价,东部地区影响最大;实际利率对房价的影响很小。为此,政府应结合各地实际情况,划分阶段梯度实施保障房政策,严格控制别墅等高档房的建设,并对高档房征收高额房产税。

Indemnificatory Housing, High-Grade House and Real Estate Market Regulation——Based on the Three Belts’ Provincial Panel Data Empirical Analysis
Abstract:Security housing, top-grade house and common commodity house have continued to mutually influence.The presence of indemnificatory housing has retrained the price of commodity housing,especially in the east and the north.The price of common commodity house goes up for a short term because of the spillover effects of the indemnificatory housing in the west.The emergining of high-grade housing boosts the price of the real estate nationwide,especially in the east.Howver,the interest rate has no effect on real estate price.Thus government should implement different housing policy among regions,control the construction of the higt-grade house strictly and levy heavy tax.
