中文摘要:适度的财政分权有助于农村公共产品的供给，财政分权的关键是明确各级政府的职责。为保证农村公共产品供给更有效，应着力从五个方面入手，即明确政府与市场的关系、合理定位各级政府在农村公共产品供给中的职责范围与财力分配、遵循事权与财权相匹配的原则、建立科学的转移支付制度、提高地方政府收入。

Fiscal Decentralization and Rural Public Goods Supply from the Perspective of the Government Obligation

Abstract:An appropriate degree of fiscal decentralization will contribute to the supply of public goods in rural areas. And the key point of the fiscal decentralization is to make sure of duties of the government at all levels. To achieve the more efficient rural public goods supply, it is necessary for government and market to play their right roles, and it is also necessary for all level government to proper locate their obligation scople. Moreover, it is important to follow the pricinple of matching rights and financial power, to establish scientific transfer payments system, and to increase the income of local government.
